The Wales head coach says the English squad depth is so impressive that matchmakers wouldn't pair them against his Wales side.
The Welsh squad face England in a non-competitive match at Wembley on this Thursday before their crucial World Cup qualifier against the Belgians next the following week.
England manager Tuchel has left the such as Bellingham, Foden and Grealish from his selection for the match against Wales and their qualifying game against Latvia.
"England have a incredible team, similar to France," Bellamy said.
"They have a market valuation of 1.4 billion pounds, ours is 170 million. If you were a boxing promoter, you would not match us up. It wouldn't be allowed."
Bellamy explains making sure Wales can face the talented opponents is a "driving force".
Bellamy added: "Our team do not rely on market prices, but the reality is England don't just have a single lineup. They possess multiple and France and others are similarly stacked. England have many great players and that's the honest truth."
"One right-back went out with injury the other day and there are two dozen others to choose from! They've got over sixty footballers. I'd love us to be well-equipped similarly."
The neighbouring countries last faced each other at the 2022 World Cup in the Middle East, when England emerged as comfortable 3-0 winners in a fixture before Gareth Southgate's side made it to the last eight.
Southgate's successor is Tuchel, a European and world club champion at the London club who has claimed domestic titles in Ligue 1 and his home country.
The Welsh boss was formerly an assistant at the Belgian side and Burnley to Vincent Kompany, who succeeded Tuchel at the German giants.
"He's an incredible manager - his record speak for themselves," he added.
"I have a degree of insight because the team he departed I know people who have joined. I gain a glimpse from that of his methods and it's remarkable. "
"His tactical detail is top level and I aimed to be facing such a challenge - see how you're going to adapt because he adapts too. I can learn from that. I'd love to get to that level."
